Insulation and air sealing for Pinopolis homes: attics, crawl spaces, rim joists and walls, starting with a free assessment of the R-value you actually have. The typical home here dates to the early-1980s, and 11% of its 427 homes went up before 1940.

Pinopolis runs to about 1.4 square miles and roughly 854 people. It sits about 32 miles north of downtown Charleston. That is roughly 427 housing units. The community dates back to 1845. We cover ZIP codes 29469 and 29461.
Our job history shows nothing in Pinopolis so far. Plenty of sites will show you a number here anyway.
The typical home in Pinopolis dates to around the early-1980s. Houses of this vintage usually got batts or blown fiber at whatever the standard of the day was, which is well short of what is recommended now. Most are one top-up away from being right.
Nineteenth-century frame summer houses, plain weatherboarded buildings with large porches, line the two historic districts, along with some later nineteenth-century buildings.
A pineland summer village founded about 1845 on high ground beside what is now Lake Moultrie, where lowcountry planters escaped the fevers of the lowlands. Residents long turned away proposals that would have brought development, so it has kept its quiet village character, heavy tree cover and unpaved lanes.
The Census Bureau estimates 427 homes in Pinopolis. 48 of them (11%) went up before 1940 — the 3rd-highest share of pre-1940 housing among the 28 places on this site. The 2000s were the busiest decade, adding 95 of today's homes (22%); 47% predate 1980 and 28% were built in 2000 or later. For Berkeley County as a whole the pre-1940 share is 1%, so Pinopolis sits above it.
Of 427 occupied homes, 0% heat with utility gas and 94% with electricity; another 6% burn propane or other tank gas. Electric heat here is more common than across the county (77%), and ranks 3rd of 28 on this site. That is why the assessment asks how the house is heated: the fuel and the name on the utility bill decide which program, if any, can pay toward the work.
97% of occupied homes are owner-occupied and 95% of all homes are single-family detached houses. Read together, those numbers point toward an attic top-up over postwar fiberglass and an energy assessment before deciding what to fix first.

427 homes, Census ACS 2020–2024 (B25034, B25040, B25003); 427 occupied.
106 of Pinopolis' 427 homes (25%) were built in the 1980s and 1990s. The gaps in houses of that age are the parts nobody sealed: batts stuffed into the rim joist, bare spots over cathedral and tray ceilings, soffit vents buried with no baffles, can lights punched through the ceiling plane. A top-up plus a day of sealing usually covers it.

Pinopolis enforces the South Carolina Energy Standard (the 2009 IECC), by state law. Permits here come from Berkeley County, whose residential application names the 2009 IECC as the energy code.
Under that edition the required attic value for new work here is R-30, and walls R-13. For comparison, the Department of Energy recommends R49 for an uninsulated attic in climate zone 3A, where Pinopolis sits, and R38 where there are already a few inches up there.

There is no published answer for Pinopolis. Neither the permit-required list nor the exemption list mentions insulation or air sealing at all. Pinopolis is unincorporated, so permits come from Berkeley County's Permitting Department in Moncks Corner. The county requires an approved permit before any type of construction and says some work is exempt, but it does not say whether adding insulation needs one; call the permit office about the specific job. That silence is not permission and it is not a prohibition. We settle it with a phone call before the crew is scheduled.
Berkeley County does not issue or require a business license. Its residential permit application asks for the contractor's South Carolina LLR license number.

Permitting is on us, not on you.
Berkeley Electric Cooperative's own territory map shows none of its service inside Pinopolis; the other electric utilities on record for Berkeley County are Dominion Energy South Carolina, Santee Cooper and Edisto Electric Cooperative. If Dominion Energy South Carolina sends the bill and the house heats with electricity, Check-up Plus covers 90% of an attic, air sealing and duct sealing job, to $2,880, through March 31, 2027; it starts with Dominion's free check-up and uses the program's own contractor.
Santee Cooper's 2026 program pays $500 toward replacing most of a home's ductwork, but nothing toward insulation. Income-qualified households can apply to Palmetto Community Action Partnership (843-720-5336) for free weatherization instead. Every condition attached is on the Berkeley County page and in the rebate guide.

Dominion Energy South Carolina's Check-up Plus pays 90% of attic insulation, air sealing and duct sealing, up to $2,880, until March 31, 2027, for electrically heated homes; the program's contractor does the work. Berkeley Electric's map shows none of its service here. Santee Cooper pays $500 toward ductwork only. The federal 25C credit ended for work placed in service after December 31, 2025.
