Insulation and air sealing for Goose Creek homes: attics, crawl spaces, rim joists and walls, starting with a free assessment of the R-value you actually have. The typical home here dates to the early-2000s, and 0% of its 18,500 homes went up before 1940.

Goose Creek runs to about 43 square miles and roughly 48,078 people. It sits about 16 miles north of downtown Charleston. That is roughly 18,500 housing units. The community dates back to 1961. We cover ZIP codes 29445 and 29486.
Our job history shows nothing in Goose Creek so far. Plenty of sites will show you a number here anyway.
The typical home in Goose Creek dates to around the early-2000s. Houses of this vintage usually got batts or blown fiber at whatever the standard of the day was, which is well short of what is recommended now. Most are one top-up away from being right.
Mostly single-family detached houses (about three in four homes), with townhouses and patio homes in neighborhoods such as Lakeview Commons and Monarch Plantation, and a large share of all homes built since 2000.
We work across Goose Creek rather than one corner of it — Crowfield Plantation, Carnes Crossroads, The Oaks, Lakeview Commons, Monarch Plantation, Pineview Hills, Planters Walk and Greenview Acres included. Construction and vintage change between them, sometimes by thirty years and a whole different framing method, which decides whether a wall can be dense-packed at all.
The most populous city in Berkeley County, built out from farmland that was subdivided in a 1960s housing boom tied to the Naval Weapons Station, most of which now lies inside the city. Later annexations added Crowfield, a golf-course community built on a colonial rice plantation, and Carnes Crossroads. The city's eastern edge runs along the Cooper and Back rivers.
The Census Bureau estimates 18,500 homes in Goose Creek. 6 of them (0%) went up before 1940 — one of the five lowest pre-1940 shares among the 28 places on this site. The 2010s were the busiest decade, adding 4,482 of today's homes (24%); 16% predate 1980 and 54% were built in 2000 or later. For Berkeley County as a whole the pre-1940 share is 1%, so Goose Creek sits below it.
Of 17,780 occupied homes, 17% heat with utility gas and 81% with electricity. Electric heat here is more common than across the county (77%), and ranks 14th of 28 on this site. Whoever comes out will ask about the furnace or heat pump first, since the heating fuel and the utility named on the bill settle which program money is on the table.
68% of occupied homes are owner-occupied and 68% of all homes are single-family detached houses, with 331 mobile homes in the count. Read together, those numbers point toward air sealing on newer houses that already have depth and an energy assessment before deciding what to fix first.
| Built | Homes | Share | |
|---|---|---|---|
| Before 1940 | 6 | 0% | |
| 1940s | 277 | 1% | |
| 1950s | 272 | 1% | |
| 1960s | 1,287 | 7% | |

| 1980s | 3,234 | 17% | |
| 1990s | 2,267 | 12% | |
| 2000s | 4,235 | 23% | |

18,500 homes, Census ACS 2020–2024 (B25034, B25040, B25003); 17,780 occupied.
9,976 of Goose Creek's 18,500 homes (54%) were built in 2000 or later. Depth is rarely what is missing in houses this new; air paths are: attached garages, bonus rooms over them, the chase around a high-efficiency flue, and the thin edge where blown fiber meets the wall plate. They usually earn their money back on sealing rather than on more fiber.

Goose Creek enforces the South Carolina Energy Standard (the 2009 IECC), by state law. The city says its residential energy rules follow the state's energy code, which references the 2009 International Energy Conservation Code, and it also enforces the 2021 International Existing Building Code with South Carolina changes.
That edition sets R-30 for the attic in new work, and R-13 for walls. The Department of Energy's recommendation for this climate zone runs higher: R49 for an attic with nothing in it, R38 where a few inches are already down.
Table 402.1.1 of the 2009 IECC, climate zone 3, which South Carolina's Energy Standard Act adopts for the whole state (section 6-10-30 of the South Carolina Code).
There is no published answer for Goose Creek. Neither the permit-required list nor the exemption list mentions insulation or air sealing at all. Goose Creek's 'Do I Need a Permit?' sheet does not name insulation on either of its lists. It says painting, wallpapering, tiling, flooring, cabinets and 'any project necessary in the general upkeep and maintenance of a single-family dwelling' need no permit, while replacing or installing drywall, installing ductwork and any structural work do need a building permit. The city asks anyone unsure to call the Building Department. That silence is not permission and it is not a prohibition. We settle it with a phone call before the crew is scheduled.

Permitting is on us, not on you.
Part of Goose Creek sits inside Berkeley Electric Cooperative's territory, by the cooperative's own map, and Dominion Energy South Carolina, Santee Cooper and Edisto Electric Cooperative are also on record in Berkeley County: check whose name is on the electric bill first. For Dominion Energy South Carolina customers with electric heat, Home Energy Check-up Plus covers 90% of the cost of attic insulation, air sealing and duct sealing, with a ceiling of $2,880, on jobs completed by March 31, 2027 after the free Home Energy Check-up; the program's own contractor does that work, not us.
Berkeley Electric lends rather than rebates: its HomeAdvantage program lends up to $20,000 at 5%, with an energy audit first and the payments added to the electric bill. Santee Cooper's 2026 program pays $500 toward replacing most of a home's ductwork, but nothing toward insulation. Income-qualified households can apply to Palmetto Community Action Partnership (843-720-5336) for free weatherization instead. The full program rules are in the rebate guide.

South Carolina sets the residential energy code statewide, so the attic figure is R-30 wherever it is published here; what changes is the permit desk, and 2 of the 7 publish a permit rule for insulation.

Dominion Energy South Carolina's Check-up Plus pays 90% of attic insulation, air sealing and duct sealing, up to $2,880, until March 31, 2027, for electrically heated homes; the program's contractor does the work. Berkeley Electric members get a 5% on-bill loan instead of a rebate. Santee Cooper pays $500 toward ductwork only. The federal 25C credit ended for work placed in service after December 31, 2025.
The typical home in Goose Creek dates to around the early-2000s; the Census Bureau's 2020-2024 median year built is 2002. Of its 18,500 homes, 0% went up before 1940 and 54% in 2000 or later. That is a median across the whole place, so your own house may be older or newer.
