The housing stock in Sangaree

The typical home in Sangaree dates to around the mid-1980s. Houses of this vintage usually got batts or blown fiber at whatever the standard of the day was, which is well short of what is recommended now. Most are one top-up away from being right.

An unincorporated community in Berkeley County with no town government, lying along the edge of the Town of Summerville and next to Ladson; nearly all of it falls in the 29486 ZIP code.

The Census Bureau estimates 3,439 homes in Sangaree. 0 of them (0%) went up before 1940 — one of the five lowest pre-1940 shares among the 28 places on this site. The 1980s were the busiest decade, adding 1,822 of today's homes (53%); 19% predate 1980 and 16% were built in 2000 or later. For Berkeley County as a whole the pre-1940 share is 1%, so Sangaree sits below it.

Of 3,217 occupied homes, 0% heat with utility gas and 100% with electricity. Electric heat here is more common than across the county (77%), and ranks 1st of 28 on this site. Whoever comes out will ask about the furnace or heat pump first, since the heating fuel and the utility named on the bill settle which program money is on the table.

85% of occupied homes are owner-occupied and 93% of all homes are single-family detached houses. Read together, those numbers point toward an energy assessment before deciding what to fix first.

Sealing comes first in Sangaree

2,231 of Sangaree's 3,439 homes (65%) were built in the 1980s and 1990s. The gaps in houses of that age are the parts nobody sealed: batts stuffed into the rim joist, bare spots over cathedral and tray ceilings, soffit vents buried with no baffles, can lights punched through the ceiling plane. A top-up plus a day of sealing usually covers it.

What the energy code requires in Sangaree

Sangaree enforces the South Carolina Energy Standard (the 2009 IECC), by state law. Berkeley County handles permits here, and its residential application lists the 2009 International Energy Conservation Code.

Under that edition the required attic value for new work here is R-30, and walls R-13. For comparison, the Department of Energy recommends R49 for an uninsulated attic in climate zone 3A, where Sangaree sits, and R38 where there are already a few inches up there.

Table 402.1.1 of the 2009 IECC, climate zone 3, which South Carolina's Energy Standard Act adopts for the whole state (section 6-10-30 of the South Carolina Code).

Do you need a permit to insulate here?

Nothing Sangaree publishes settles this. Its permit lists name the work types it cares about, and insulation is not among them in either direction. Sangaree is unincorporated, so Berkeley County's Permitting Department handles permits. The county says an approved permit must be in hand before any type of construction and that some work is exempt, but it does not say whether adding insulation needs one; call the permit office about the specific job. So we ask the department directly before the first day on site, and whatever comes back, pulling it is our job rather than yours.

Berkeley County does not issue or require a business license. Its residential permit application asks for the contractor's South Carolina LLR license number.

Worth knowing in SangareeStarting work without a required permit doubles the county's fees for all related permits, and only the owner of record or a contractor may pull the permit.

Rebates a Sangaree homeowner can actually use

Berkeley Electric Cooperative's own territory map shows its service reaching into Sangaree, and Dominion Energy South Carolina, Santee Cooper and Edisto Electric Cooperative also serve Berkeley County, so the name on the electric bill decides which program applies. For Dominion Energy South Carolina customers with electric heat, Home Energy Check-up Plus covers 90% of the cost of attic insulation, air sealing and duct sealing, with a ceiling of $2,880, on jobs completed by March 31, 2027 after the free Home Energy Check-up; the program's own contractor does that work, not us.

Berkeley Electric lends rather than rebates: its HomeAdvantage program lends up to $20,000 at 5%, with an energy audit first and the payments added to the electric bill. Santee Cooper's 2026 program pays $500 toward replacing most of a home's ductwork, but nothing toward insulation. Income-qualified households can apply to Palmetto Community Action Partnership (843-720-5336) for free weatherization instead. Every condition attached is on the Berkeley County page and in the rebate guide.

Common questions about insulation in Sangaree

How much insulation does Sangaree require in an attic?

Sangaree enforces the 2009 IECC (state law), which sets R-30 for an attic in new work. Whether it reaches a retrofit of an existing house is not published.

Do I need a permit to insulate in Sangaree?

Not on paper: Sangaree names neither a permit nor an exemption for insulation, so one call to the department at 843-719-4292 settles it first.

What insulation rebates can I get in Sangaree?

Dominion Energy South Carolina's Check-up Plus pays 90% of attic insulation, air sealing and duct sealing, up to $2,880, until March 31, 2027, for electrically heated homes; the program's contractor does the work. Berkeley Electric members get a 5% on-bill loan instead of a rebate. Santee Cooper pays $500 toward ductwork only. The federal 25C credit ended for work placed in service after December 31, 2025.
